What is ICMC?
The Intellectual and Developmental Disabilities Comprehensive Managed Care (ICMC) program is a statewide Medicaid program. It combines regular medical coverage with home- and community-based supports similar to iBudget, coordinated through Florida Community Care (FCC) as the health plan under AHCA.
July 1, 2026 expansion
As of July 1, 2026, people already enrolled in the iBudget waiver or SMMC Long-Term Care who meet base criteria may transfer into ICMC. Base criteria include Florida residency, Medicaid eligibility, age 18+, and a developmental disability under s. 393.063, F.S. Pre-enrollment categories for iBudget also remain a path.
Self-direction (PDO)
ICMC plans must offer a Participant Direction Option (PDO) so members can hire and supervise workers (including family when allowed). Payroll still runs through the plan’s F/EA process — not through CDC+ Connect.
